Greetings,

As required by the Federal Clean Water Act, the Department is initiating the Triennial Review of state surface water quality standards. The Department is considering revisions to several rule sections at this time; however, all surface water quality standards in Chapter 62-4, Chapter 62-302 and Chapter 62-303, F.A.C., are under review and may be revised as part of Triennial Review. Proposed changes include:

Chapter 62-4: The Department proposes to: (1) revise subparagraph 62-4.242(3)(a)2., F.A.C., to delete text related to mixing zones in Outstanding Natural Resource Waters, (2) delete the "equitable abatement" provision in subsection 62-4.242(4), F.A.C., and (3) reduce the fee in Rule 62-4.050, F.A.C., for Site Specific Alternative Criteria from $15,000 per water quality parameter to $5,000 per water quality parameter.

Chapter 62-302: The Department proposes to: (1) replace the freshwater un-ionized ammonia criteria with EPA's recommended freshwater ammonia criteria, (2) revise the alkalinity criterion, (3) establish new water quality criteria for carbaryl, chlorpyrifos, diazinon, and nonylphenol, and (4) update a number of references used in Chapter 62-302, F.A.C.

Chapter 62-303: The Department proposes to revise certain parts of the Impaired Waters Rule, Chapter 62-303, F.A.C., to provide additional clarity on procedures used to assess state surface waters.

Two public workshops have been scheduled:

DATE AND TIME: Wednesday, June 10, 2015, 9:00 a.m.

PLACE: Florida Department of Environmental Protection, Bob Martinez Center, 2600 Blair Stone Road, Room 609, Tallahassee, Florida

DATE AND TIME: Thursday, June 11, 2015, 9:00 a.m.

PLACE: Florida Department of Environmental Protection, Central District Office, 3319 Maguire Boulevard, Suite 232, Conference Rooms A/B/C, Orlando, Florida

The Department will present information about the proposed revisions at the workshops and solicit additional suggested for revisions to Florida's water quality standards. The same material will be presented at each workshop, so you do not need to attend multiple workshops.

Additional information on the workshops will be posted on the Department's website at http://www.dep.state.fl.us/water/wqssp/index.htm. Please let me know if you have any questions or need additional information about the Triennial Review.
